CONGRESS NEEDS TO ACT ON MARIJUANA
On January 4, Attorney General Jeff Sessions announced his decision to rescind the “Cole memo”, a document from the U.S. Department of Justice which provided guidance for federal enforcement of marijuana activity. I believe this decision rolls back the progress we’ve made to balance the laws of Colorado with the priorities of federal law enforcement. The Cole memo provided assurances to states like Colorado, whose voters legalized the sale of marijuana and has a strict regulatory structure in place, to proceed according to the will of their voters. This announcement creates even greater uncertainty in the industry and shows a lack of respect for states’ rights.

Congress can fix this mess. I have been urging Congress to act on this issue since 2013, and I once again call on my colleagues to act immediately starting with passing my SAFE Banking Act which allows legitimate marijuana businesses access to banking services. Fixing the banking system will ensure a strong regulated environment for marijuana sales and continue to curtail the black market. In the meantime, I am working with other members of the Colorado delegation on this issue, including sending a letter to Attorney General Sessions asking him to reconsider his decision.

We’ve come too far to backtrack on this issue now. It’s time to find a real solution that will keep our communities safe and respect the will of voters in the majority of states in our country.


OUTLOOK FOR 2018 - SURVEY RESULTS
Thank you to the 865 people who participated in my recent survey. These results reflect what I’ve been hearing from many people. As we head into 2018, I will continue to find ways to work with the Trump administration where I can but I will also continue to hold the Administration accountable when their policies harm Colorado’s economy or infringe on the values Coloradans cherish, such as our environment and public lands.





LEGISLATION IMPLEMENTED TO RELIEVE BURDEN ON FIXED-INCOME HOUSEHOLDS
In 2015, I introduced H.R. 233, the Tenant Income Verification Relief Act to allow fixed-income households to have their income verified once every three years, rather than annually. This bill helps reduce the regulatory requirements placed on housing authorities and their tenants while still ensuring accountability. H.R. 233  was included in the FAST Act and eventually passed Congress and became law. I’m pleased to learn the Department of Housing and Urban Development (HUD) has begun implementing this legislation and the new policy will become effective March 12, 2018. By removing burdens on fixed-income individuals and making income certification more efficient, this is a step forward to improving access to quality, affordable housing for our communities.
