Helicopter Fuel System Safety Act 
H.R. 3150 adopted as an amendment to H.R. 4, the FAA Reauthorization Bill, which passed the House on April 26, 2018 and signed into law on October 5, 2018
  • Legislation closes a 20-year loophole by requiring all newly manufactured helicopters comply with the recommendations from the Rotorcraft Occupant Protection Working Group within 18 months. Additionally, the legislation requires the Federal Aviation Administration (FAA) to expedite certification of retrofit kits to improve fuel system crashworthiness and to publish a bulletin for helicopter owners and operators which includes available retrofits and urges their installation.
Space Weather Research and Forecasting Act
A negotiated version of Ed's introduced legislation (H.R. 3086) passed during a Science, Space & Technology Committee markup on voice vote July 24, 2018
  • Legislation directs federal agencies to develop new tools and technologies to improve space weather forecasting and set benchmark standards to measure space weather disturbances and their potential impacts to Earth. The legislation requires clear roles and responsibilities for federal agencies and enhances space weather relationships between federal agencies, academic researchers and the commercial industry.
Mars 2033 Report
Signed into Law as Section 435 of S. 442, the NASA Transition Authorization Act on March 17, 2017
  • Section requires a report from NASA on the technical and cost requirements for a human mission to Mars in 2033.
Funding for NASA's Earth Science Programs
Amendment adopted in the Science, Space & Technology Committee to H.R. 5503, the National Aeronautics and Space Administration Authorization Act of 2018 on April 17, 2018
  • Amendment restored $471 million to the Earth Science budget under the bill for FY19.  The amendment passed 27-5, but the full bill never made it to the floor.
Mars 2033 Amendment
Amendment adopted in the Science, Space & Technology Committee to H.R. 5503, the National Aeronautics and Space Administration Authorization Act of 2018 on April 17, 2018 
  • Amendment requires NASA to prioritize a Mars 2033 human mission in their long term mission planning, but the full bill never made it to the floor.
Financial Crimes Enforcement Network Improvement Act
H.R. 6411 passed House on September 12, 2018 on suspension voice vote
  • Legislation modernizes the Financial Crimes Enforcement Network (FinCEN) authorizing statute to ensure the law enforcement and intelligence communities work together to detect and stop criminals and terrorist networks.
Deferment for Active Cancer Treatment Act
H.R. 2976 included as a component of H.R. 6157, the Defense and Labor HHS Appropriations Conference Agreement and signed into law on September 28, 2018 
  • Legislation allows individuals who are diagnosed with cancer to defer payments on public student loans while actively receiving lifesaving treatment without interest accruing during the deferment period. 
DOE Laboratory Modernization and Technology Transfer Act of)
Ed was the Lead Democrat on H.R. 1158 from 114th Congress introduced by Rep. Randy Hultgren
Incorporated into H.R. 589 and signed into law on September 28, 2018
  • Legislation provides important tools to spur and accelerate the transfer of new technologies developed at national laboratories. Previously introduced as H.R. 1158, the provision extends the Agreement for Commercializing Technology (ACT) pilot program for two more years.  In addition, the bill significantly broadens the range of companies able to participate in the program allowing for more flexible partnership agreements and allows labs to use their technology transfer funds for activities which identify and demonstrate commercial opportunities.
